Help finding PM system

I can't find how to PM anywhere. I don't have it in my control panel and the PM button isn't in anyone's posts. Am I just seeing it wrong or do I need this to be specially enabled?

Try:

User CP > Edit Options > Enable Private Messaging

No dice - I don't even have that section in my CP:

FAQ says "If the administrator has enabled the Private Messaging system, registered members may send each other private messages." So maybe it just hasn't been enabled on my account?

Next to my name is an symbol, click on that symbol then where it says send private message click that, also top right o your screen next to your name there is a private message link too
