The best idea is to find one that is in your reigon (i.e. pacific or central) and then one that is marked "new".

A "new" server has better hardware and less people on the server to lag you down. Also, the economy won't be inflated so you can actually buy stuff off AH for a bit.

personally i wouldn't pic a new server to put a character on because i like to have a populated server because i like to level up in instances and sometimes new servers take a little bit of time to get a normal amount of characters on all the time.

but my favourite server is stone maul though i haven't been able to play since bc came out because i've been in millitary training for like 6 months now

PvE if you don't like getting killed by the other fraction while you level. However, PvP is fun since you can go to low lvl areas to kill. It's one of those two sided coins thingys: You have to get ganked while you level before you can gank other people while they level.
